What we’re watching
Status checks on public systems — state permit lists, township meeting records — with the date each was checked. This page is the notebook, not the news: when something here changes, the story pages get updated and dated.
The state permit window
Checked Oct. 31, 2026. The state’s list of open public-notice periods for Antrim County shows exactly one: an unrelated water-resources application near Elk Rapids — notice open Oct. 28 through Nov. 17, 2026 (application HQR-FHDW-HR7GR). It is not related to the Clam River mouth sites.
The sewage plant proposed for the Dockside Village and BaseCamp developments is still waiting on its turn: groundwater application HQN-8FKV-VNJY4 has been “in process” since May 6, 2026, its companion construction application HQN-8D5K-23FJ5 is on hold, and the public notice that must come before any permit has not appeared. You do not have to take our word for it — the state’s own site profile for the project can be read by anyone: view it on MiEnviro.
Why the watching matters: the rental marina at the river mouth was noticed to the public on Jan. 28, 2026, and its 20-day comment period closed around Feb. 17 — weeks before the Forest Home Township Planning Commission discussed the permit at its March 18 meeting. When the sewage plant’s notice posts, the clock will run the same way, whether or not anyone local sees it. When it appears, we will say so here, with the deadline and how to comment.
EGLE MiEnviro public-notices list (Antrim County), checked 10/31/2026; site profile for the BaseCamp/Torch Lake groundwater application; EGLE permit file for the Dockside marina (notice 1/28/2026; permit WRP048069); FHT Planning Commission minutes, 3/18/2026.
The hearing and its paper trail
The Planning Commission hearing on Dockside Village is Wed., Nov. 4, 7 p.m., at the Township Hall in Bellaire; written comments are accepted through the hearing (how to comment). The commission posts its minutes at foresthometwp.com/planning-commission, usually as downloadable files. When the minutes post, the outcome — and any conditions attached to a decision — will be reported on the Dockside story page, dated.
Hearing notice of 9/21/2026 (on file, posted with the documents); township Planning Commission minutes page.
How we watch
The Observer checks a short list of public systems on a regular schedule, and again before anything is published:
- State permits. EGLE’s MiEnviro public site: active public notices for the county, and the permit status pages for sites we cover.
- Township records. Planning-commission and board minutes pages for the townships around the lake; ordinances as adopted.
- County records. Recorded documents (deeds, easements, restrictions) from the county register of deeds.
- Aerial imagery. Public imagery releases, compared across years for physical change on the shoreline.

Update log
Oct. 31, 2026 — Page started. Permit window checked (one open notice, Elk Rapids; none for the Clam River mouth sites); groundwater application still in process; hearing pending.
